Purchase of Arts Services(PAS) Mission:

To serve all citizens of Macon-Bibb County by presenting and supporting a wide range of artistic and cultural programs and activities, thus ensuring a high aesthetic and cultural quality of life.

Macon Arts provides a leadership role in fostering cultural and aesthetic excellence, celebrating creativity and diversity, creating educational opportunities and encouraging economic growth and tourism through the arts on behalf of the City of Macon.

Macon Arts Purchase of Arts Services (PAS) granting program has distributed more than $650,000 since 1988. Each dollar granted is matched by a dollar in private funds, bringing the total value of the PAS program to more than $1,300,000.

Eligible grantees must be incorporated in Georgia as not-for-profit 501©(3) organizations within Macon-Bibb County. Funded activities must take place between July and June.


The program's goals are as follows:

  1. To further develop Macon as a City renowned for its beauty and cultural programs.
  2. To make high artistic quality cultural opportunities accessible to all citizens.
  3. To develop educational programs which include participation in cultural activities for all citizens.
  4. To provide and encourage diversity in aesthetic programming, audience participation and educational opportunities.
  5. To create and support programs which address social and educational issues through partnerships with artists, art organizations, educational, community and social agencies.
  6. To inform the public about cultural programs, services and educational opportunities in the area.
  7. To advocate the use of art to improve and maintain the aesthetic quality of public buildings, streetscapes and open spaces in the community.
  8. To use cultural programs to promote tourism and economic development.
  9. To provide assistance to local arts organizations and artists to encourage a thriving artistic community.
  10. To ensure the inclusion of the arts as essential to all city planning.
  11. To encourage collaboration among artists as well as arts organizations for multi-arts activities.

This year, PAS funds have been used to support Hay House, Historic Macon Foundation, Jazz Association of Macon, Macon Concert Association, Macon Symphony Orchestra, Middle Georgia Youth Ballet, MidSummer Macon, Montessori of Macon, Nutcracker of Middle Georgia and Theatre Macon.

Grassroots Arts Program (GAP) Mission:

The Grassroots Arts Program (GAP), now in its 14th year, provides an opportunity for every county in the state to be served with state arts dollars with funding through the Georgia Council for the Arts. The Georgia General Assembly has made an appropriation to enhance and develop local arts programs and is supported by Georgia Council for the Arts. GAP encourages regional collaborative efforts to maximize the efficiency and effectiveness of the delivery of arts programs and services.

Macon Arts administers GAP funding for the following 13 counties: Bibb, Butts, Crawford, Houston, Jones, Lamar, Meriwether, Monroe, Peach, Pike, Twiggs, and Upson.

Eligible organizations receiving GAP funds should be incorporated in Georgia as a not-for-profit, tax-exempt organization or unit of government. Funds must support arts activities and must be accessible to the general public demonstrating a need and benefit to the community. Grants range from $ 100 to a maximum of $ 2000. Each dollar granted must be matched with a cash match from the grantee. Funded activities should take place between July and June.

Applications are available in August with the deadline for applications in October.

Funding Distribution:

Macon Arts administers the Purchase of Arts Services (PAS)grant and Grassroots Arts Program (GAP). Both programs provide significant funding to new and established arts organizations throughout the Macon and Central Georgia area. PAS grants are awarded each July by a committee of volunteers from the Macon-Bibb community. GAP grants are awarded in the fall by a committee of volunteers in each individual county served. All grant recipients must currently hold valid letters of qualification from the Internal Revenue Service evidencing that they are qualified as a Section 501©(3) organization.
